Purpose
The category provides funding for researcher-initiated projects of size and high scientific quality.
Principal investigator
The principal investigator (PI) must have a doctoral degree and should hold at least 20% employment at the applicant institution at the application deadline and throughout the project period.
Note that the PI may apply for funding of his/her own position as a researcher in this category.
It is not possible to be an external project investigator for a project in this category.
Funding and duration
Helse Sør-Øst RHF awards 1-3 million NOK per year for up to three years in the category Open project support.
Note that the application budget must be within the given limits. Descriptions of the various cost elements must be provided, either in the application form itself or in the project description.
Regional research funding from Helse Sør-Øst RHF cannot be used for employment of personnel or procurement of equipment etc. outside the specialist health services, in other health regions or abroad. However, it is possible to purchase research services from external parties. In such cases, this must be made visible in the budget and explained in the application.
It is not possible to apply for compensation for the PI for project management or supervision of PhD candidates.
It is possible to convert an academic position (from 100% down to min. 50%) after an award has been received (see dedicated form: changes to research project).
What do we fund?
In the category Open project support, the following can be funded by the call:
- Academic positions (PhD or postdoctoral fellowships, researcher position and/or
- Scientific personnel (lab technician etc.) and/or
- Running costs
Academic positions
Personnel in academic positions funded by Helse Sør-Øst RHF should be employed in min. 50 % position and have their main work address at the applicant institution throughout the project period.
Candidates in these positions should as a rule not be named in the application, but should be reported to Helse Sør-Øst RHF as soon as they are engaged on the project.
Formal guidelines for PhD and postdoctoral positions awarded by Helse Sør-Øst RHF should be followed. Note that PhD positions as a rule of thumb should encompass 3 FTEs, while any new postdoctoral positions should be equivalent to at least 2 FTEs.
For doctoral candidates, the award is given as a lump sum, incl. salary costs and running costs. For postdoctoral and researcher positions, the grant can be awarded either as a lump sum or as actual costs for the position in question. For 2023, the lump sum is 1 225 000 NOK.
Candidates for the researcher position should have a PhD and should be capable of carrying out research independently, without supervision. There is no limitations on the number of FTEs funded for such a position, meaning that a candidate may have previously received similar Helse Sør-Øst RHF awards as a researcher.
A PI can apply for funding of his/her own position as a researcher, provided that the position equals at least 1,5 FTEs. The position should not be less than 50% employment.
Other scientific personnel and support staff
The application may also include funding for technical/scientific support staff, e.g. lab technicians,, research nurses, project coordinators etc. Please specify the position, % employment, costs and duration for each position. The project description should highlight the need for these positions and their role(s) in the project.
Any positions within this category financed by Helse Sør-Øst RHF should be employed at the applicant institution.
Running costs
Running costs essential for the project may be included. Funding is available for smaller equipment (up to 300 000 NOK), costly analyzes, database solutions, biobanking, monitoring etc.
If the project includes patients, compensation of patient recruitment may be included in the application, e.g. using a per patient-cost model. This should be reflected in the project description.
Publication costs should be made visible in the budget if this is included as a cost element in the project. If publication costs are included, these costs cannot exceed 50 000 NOK per year.
Mandatory attachments for applications for Open Project support
All documents must be converted to PDF format before uploading in eSøknad. The project description is uploaded as a separate PDF file, while all other attachments must be merged in a single PDF file.
Submit the requested attachments only. Additional attachments will not be considered by the review committees.
The format requirements are as follows: Arial 11 pt / Times New Roman 12 pt or similar, single spacing, min. 2 cm margins. For references and tables, 9 pt may be used.
Note! The application and all uploaded attachments must be completed in English. Norwegian can only be used when the templates are in Norwegian.

Confirmation of transfer of principal investigator responsibility
| If a principal investigator turns 70 during the project period, a written confirmation from the applicant institution must be submitted stating that responsibilities as principal investigator will be transferred to another researcher when this occurs.
